Bukavu, Democratic Republic of Congo – In a powerful message emphasizing social cohesion in one of the Democratic Republic of Congo’s most ethnically diverse and conflict-affected provinces, South Kivu Governor Patrick Busu Bwa Ngwi Nshombo has called on residents to embrace diversity as a source of strength rather than division.
The governor, who assumed office in June 2025 under the administration of the AFC/M23 movement following the group’s control of key areas in eastern DRC, stated: “Nous sommes plus forts lorsque nous faisons de notre diversité une richesse. Les discours de haine fragilisent le tissu social et compromettent la paix. Promouvons la dignité et l’inclusion pour tous.” (Translation: “We are stronger when we make our diversity a wealth. Hate speeches weaken the social fabric and compromise peace. Let us promote dignity and inclusion for all.”) The remarks, shared via his official X account @BNgwi, come as part of ongoing efforts to foster peace in a region long plagued by armed group activity, ethnic tensions, and displacement.
Governor Busu Bwa Ngwi Nshombo, full name Patrick Busu Bwa Ngwi Nshombo, has positioned reconciliation and inclusive governance at the heart of his administration since taking the oath of office. During his inauguration, he outlined priorities that explicitly include “the consolidation of social cohesion and living together, [and] the promotion of living together and national reconciliation.” He has repeatedly toured territories such as Walungu, Kabare, and Nyandende to preach “vivre-ensemble” (coexistence) among communities, meeting local populations to address security concerns and community needs directly. In Walungu, for instance, he announced free maternity care subsidized by the provincial government to support vulnerable families and build trust at the grassroots level.
Beyond reconciliation, the governor has launched visible development initiatives aimed at restoring order and improving daily life in Bukavu and surrounding areas. His administration has focused on modernizing basic infrastructure, including the rehabilitation of urban roads and the construction of a new public warehouse in Bukavu. In coordination with North Kivu Governor Bahati Musanga Erasto, he has inspected major roadworks along the Goma–Minova axis to boost connectivity and economic activity.
To combat disorder and promote sustainable urban planning, Busu Bwa Ngwi Nshombo suspended all anarchic construction and land transactions in Bukavu and liberated territories in April 2026, vowing judicial action against violators. He has reorganized his provincial cabinet for greater efficiency and emphasized the creation of a “structural economic pillar” to support local development, security, and sanitation.
These efforts reflect his broader vision of good governance under the AFC/M23 framework. “We are working to strengthen security throughout the South Kivu Province, to promote coexistence among all communities… [and] the modernization of basic infrastructure,” he declared shortly after assuming office. Supporters credit him with “working double time” to accelerate provincial development, while critics in Kinshasa view his administration as parallel governance amid the ongoing conflict.
The governor’s message arrives at a critical moment for South Kivu, where decades of violence have tested social bonds. By framing diversity as a collective asset and backing words with tangible actions on infrastructure and community dialogue, Patrick Busu Bwa Ngwi Nshombo is signaling a commitment to healing divisions and rebuilding the province from the ground up.
